Weird, no problems as far as I'm concerned. REALLY well optimized too... Running at max details around 45fps stable (i5 750 and R9 280x). Definitly not like GTA4. Maybe try the updated graphic card drivers for it? They just came out two days ago.

That was actually added last June as part of the "I'm Not a Hipster" update on 360 & PS3, before the PS4 & XBone versions even came out. It's definitely the most Jalop of all the GTA V updates. IMO, the Pigalle, Rhapsody, Warrener, and Glendale (mine shown) are especially Jalop.

On my PS3, that car doesn't seem to have engine sounds. Or it's very faint that it's hard to hear. It's weird.

I tried reinstalling my drivers including the GTA specific one. My PC is I7 2600k with 16 gb of RAM and an AMD HD68xx graphics card. There's no reason for me having problems apart from a lack of testing.

I get past the launcher, it starts, then it crashes during the load sequence between the 2 and 4 star rating. It freezes up at that point, I hit exc to exit, and there doesn't seem to be much I can do after that. I tried a bunch of the troubleshooting tips like changing the virtual memory settings, reinstalling my drivers, verifying the downloaded files etc. I'm pretty pissed.

My friend's game was doing something similar yesterday but now it says that it needs to be downloaded despite still taking up space on his SSD... Weird

I haven't had Live on 360 in years, haha, so yes, it was outdated. On a related note, pretty on the fence about paying twice for the game... they should have had some sort of discount for getting it on PC if you bought it previously.

Well the graphic card is the weak part of your PC... At full specs the game will certainly do less than 10 fps. But if you can't even launch the game, the problem is not there...
In that case when everything screws up like that, it means it's also time to format the damn thing.
The most powerful PC in the world will run like crap if the OS is getting all fucked. I personally format every three to six months. You should certainly do the same :)
Edit: just noticed you can launch the game actually, so it's certainly graphic card related. setup the whole game at the lowest setup possible and try that way... then start adding some options until it crashes. Your graphic card is far from new.
What do you have exactly? 6830, 6850 or 6870? A 6830 will NOT run the game. a 6850 might struggle but it should be playable with the lowest specs. You should be alright with a 6870 at low/medium specs.
I had a 6870 in the past... it's normal that it struggle and crashcrash.

6870. I'm not looking for 4k or anything, but the game tries to restart in a super low res safe mode and still won't work. I didn't think that it was that behind the times, really but it's been a few years. I'm surprised since the minimum specs are 4870.

A 6870 is the equivalent of a 5870. They are the same card... and I mistook, I had a 6970... the six series was the start of the renaming of the card line.
In the 5 series the 5870 was the top of the line, then the 6 series came out and the 6970 became the top of the single gpu line... The 6870 was the top of the economy line... a 150$ card when new basically. The 6970 was over double that price and so was the 5870 when it came out in... hold on to your seat... 2009. Yop, since your card is just a renamed 5870 you have a top of the single gpu line from 2009.
So yes, your card is really outdated and not much powerful at all... barely over minimum specs. It's mostly what screws up everything.

What would you recommend as a pretty baller and somewhat future-proof card that shouldn't need to be replaced for a while? I know that the rest of my computer's still very much up to snuff. I need something that can be expanded to accommodate three monitors.

It depends what you want to play on three monitors... basically to play GTA 5 on a triple screen setup at full specs, you're looking into spending close to 1000$ in graphic cards. Yep it hurts. You would need at least a R9-295x which runs at 800$ or so... more if you choose the nvidia way.
For a more reasonable approach, a Gtx980 will run you about 500$ and will be fine for about 4 years. You will be able to run anything on triple screen but not at full specs.
As far as I'm concerned, the only things I run in triple screens screen are iRacing and Assetto Corsa. I have a R9-280x and it doors thetrick very well... I will keep it for about 2 more years. It sells for something like 200/250$ or so right now I think. I bought it over a year ago for 400$.
If I were you I would buy a R9-290 that runs for about 300$ now. It will be fine for 3 maybe 4 years :)

I'm only going to be using three monitors for routine use and iRacing/AC, so it doesn't have to be super crazy. I'm fine with running other games in single screen. I've been running a two monitor setup forever for sims, but decided that when it was time to upgrade that I was going to go to three. Would I have to get two 290s for triple screen, or will it output through the HDMI and both DVIs at once?

Then you're fine with a 280x really, unless you want to spend the extra 100$ to last a year or so longer...
And to run a triple screen setup you will just need one card. On the other hand you will need a mini display port to dvi active adaptor (active is the important word here). For the eyefinity to work, you need one screen on the main Dvi, one screen on the HDMI with dvi adaptor and the third screen on the mini display port with the active adaptor (unless you have a mini display port compatible monitor).
So all you need to buy is a cheap HDMI to Dvi adaptor along withan active mini display port to Dvi adaptor (30$). It won't work without that.
